The Orange County Partnership for Young Children is dedicated to ensuring that all young children arrive at school healthy and ready to succeed. Created in 1993, the Partnership is a community-based, nonprofit organization responsible for implementing the Smart Start program in Orange County. Smart Start funds are used to support early childhood activities, including quality child care, parent education, and preventive child health services.
