Request for Proposals (RFP) – Outdoor Learning Environment (OLE)/Playground Construction
Purpose
The Orange County Partnership for Young Children seeks to contract with construction professionals to improve the outdoor play areas of selected child care facilities in Hillsborough, Carrboro, and Chapel Hill. The types of services needed may include: pouring of concrete riding pathways; building garden beds, play houses, small play decks, sandboxes, and mud kitchens; and installing fences, trees, shrubs, and shade sails.
Background
The Orange County Partnership for Young Children (OCPYC) is dedicated to ensuring that every child in Orange County arrives at school healthy and ready to succeed. We promote young children’s healthy development and school readiness by planning, implementing, and funding a variety of programs that address the critical issues facing young children and their families. The Partnership provides training, technical assistance and educational resource materials to child care facilities and providers in Orange County.
One way OCPYC works to improve health outcomes for children in child care is by improving Outdoor Learning Environments. Currently, funds received through a Healthy Starts for Infants and Toddlers grant allow seven Orange County facilities participating in the project to make improvements to their outdoor spaces based on individual design plans created by the Natural Learning Initiative at NC State University.

Prior to submission any interested contractors must:
- Complete services survey by 5:00 pm Monday June 22, 2020, here: https://forms.gle/gJBRfvxwGwvQ8Zqy7
- After completing the survey you will receive an invitation to the Bidder’s conference
- Attend the online Bidder’s conference on June 26, 2020, 10:00-11:00 AM
During the Bidder’s Conference, OCPYC staff will:
- Provide an overview of the projects
- Show examples of the kinds of elements that will be created
- Review design plans for all 7 sites
- Review action plans including elements for all 7 sites
- Address any questions bidders may have
After the Bidder’s Conference, OCPYC staff will make available upon request:
- Site plans and action plans for the facilities that contractors are interested in submitting to contract
- Arrange in-person site visits to the facilities that contractors are interested in to compare the actual space to the site plan/action plan
- Answer any questions during the RFP process
- Bids must be submitted no later than July 20, 2020 at 5:00 PM
